MINUTES OF THE MEETING HELD IN CONNECTION WITH THE CELEBRATION OF ATTOLU EIDU- 2009 AT THE CONFERENCE HALL, SECRETARIAT, KAVARATTI AT 5 PM ON 11.09.2009.
The Hon’ble Administrator, UT of Lashadweep & Chairman the Lakshadweep Kala Academy chaired the meeting held in connection with the conduct of “Attolu Eidu -2009” (Island Festival) in the presence of the Director, South Zone Culture Centre and Collector and Development Commissioner & Secretary Art & Culture, at Secretariat Conference hall on 11th October 2009. The following heads of the Departments were present on the occasion. In the meeting it is unanimously decided to organize Attolu Eidu in Lakshadweep in a grand manner, since it is being held for a long gap of 14 years : Participants : 1. Sri. M.P.Kunhikoya, ASWO & Jt. Sec. LKA. 9. DR. M. Koyammakoya, Director A & C and Sec. LKA.
2. The South Zone Cultural Centre, Thanjavur and Lakshadweep Administration will be the sponsors and District Panchayat, Lakshadweep is the co-sponsor of the Festival. The SZCC will organize the Artists Choreographers and Hadicraft Exhibitors with exhibits from various states as decided by them. It is decided to conduct the Festival from 12th to 18th in five islands (Kavaratti, Agatti, Chetlat, Kadmat and Andrott) as scheduled below:

2. The cultural troupe consisting of 120 artist, 20 Officials for Exhibition and 10 0fficials & non Officials will be boarded in Ship from Kochi on 8th October 09 (Thursday) and reach Kavaratti on 9th Oct. 09 at 9 AM. The team will be accommodated in the School buildings and required beds and toilet facility, water supply will be provided. Food will be arranged by the SPORTS as per the rate fixed. Necessary arrangements for their travel will be looked after by the Committee at Kochi well in time. Their movements and transport of items may be carried out by the committee/ authorized officials without any difficulty or damage to the items. A pucca Stage measuring 60’ x 52’ has to be provided for stage performance of 120 Artists with Choreography at a time in Kavaratti. Either the Panchayat Stage may be modified to the required measurements or a Semi-permanent open stage may be constructed near Jetty area. An exhibition will be organized during the Festival at Kavaratti starting from 12th to 18th near the Stage and the exhibition team of South Zone Culture Centre will remain at Kavaratti through out the period. 12 Exhibition Stalls will be constructed and decorated in a safe manner and proper Security & Safety, electrification both stage and Exhibition stalls, Sound system with publicity etc. are to be provided by the concerned Departments. Two Compeers (male & female) may be engaged for announcement in various languages during the functions. Island level Artists for stage performance and participation in Exhibition will be selected by the Central Level Coordination Committee(CLCC). The Self Help Groups (SHGs) will be performing in the “Rural Haat Mela” with their products and the expenditure for the SHGs will born by the DRDA. 3. In other Islands Site for the Stage and arrangements are to be made in consultation with the concerned Island Level Coordination Committee. Stage measuring 15 x 15 may be constructed for the purpose. As ordered by the Administrator Sri.M.C. Muthukoya, Director (RD) as Coordinator of the Festival may visit other islands to coordinate in a befitting manner. He may proceed immediately according to the availability of conveyance. The Chief Coordinator Dr. Koyammakoya may proceed to Kochi for conducting a meeting with the committee constituted for the purpose. He may also arrange purchase required items for the Festival. Advance information on requirements and arrangements to be carried out in other islands may also be well informed. Food, accommodation, transport etc. are to be taken care off. 4. As suggested in the meeting the Inauguration of the Festival will be done by the Hon’ble Administrator Sri. J.K. Daado , IAS on 12th October 2009 at 6 PM and the Closing Ceremony will be inaugurated by the Hon’ble Member of Parliament Sri. Hamdulla Sayeed/ Sri. A. Jalaluddeen Koya, PCC on 18th October 2009 at 6 PM. The Exhibition will be inaugurated by the Chairperson, VDP, Kavaratti Sri. Achada Ahamed Haji on 12 th October 2009 at 6 PM. In all other islands the Festival will inaugurated by the concerned Chairperson of the VDPs. Required Badges for the Volunteers Officials and non Officials may arranged. Wherever necessary assistance of NCC cadets/ Students for seating arrangements control of audience may be arranged. Proper security and safety of artists and their valuable items may be assured. Medical facility with assistance of a Doctor may be assured in all the islands including travel between islands. (Action : L KA, / SP/ DMHS/ SHO/ HM/ Principal/ Port Asst. / ILCC, SZCC,D (RD) )
5. During the days where and when the celebration of Attolu Eidu fixed in the islands, the day will be treated as holiday for School children and those who participate as artists or official performance may be treated as duty as ordered by the Hon’ble Administrator. Concerned Departments may take necessary action accordingly. While conducting Exhibition at Kavaratti from 13th to 17th , local cultural programme will be performed in the pubic stage on 13th, 14th, 16th and 17th October 09 respectively and this will be coordinated by the ILCC. The selected Artists from islands of Amini (Male artists-2 Teams 20 each), Minicoy (Female artists – 16 ), Kiltan (Female artistes- 16 ), Bitra (male artists -12 ) and Kalpeni (Female artists- 16) will move to other islands as per the direction to join with the programmes. These artist will be paid in accordance with norms of Kala Academy. ( Action : Director Edn, HMs, HODs, ILCC, SDOs/DCs)
6. The following Central Coordination Committee member are assigned duties to make the festival a grand success.
i. Sri.A. Hamza, Director Education & Tourism will supervise financial management in the festival and accommodation of the Artists in consultation with the ILCC. ii. Dr. Sayed Ismail koya, Director Port & Civil Aviation will be looked after the transport and movements of Artists through out the Festival. iii. Sri. S.Attakoys, SE, LPWD will the charge of construction of open stages sanitation, water requirements in every islands where the festival is organized. iv. Sri. V.M. Shamsuddeen, Dir, Agri (Rtd) & Sri. M.P.Kunhikoya Thangal, ASWO will be coordinating the selection of Artists from the island level and selection of items for the performance in the Stage. ri. Singh, Director Information & Public Relations, will be looked after the reception, Publicity, Photography, Video coverage, Sound system through out the Festival. v. Shri.M.C.Muthukoya,Direcor (RD) will coordinate the Festival in all the islands, Exhibition arrangements, Inaugural and Validictory Functions at Kavaratti. vi. Sri. Mohammed Mudins, Tourism Officer will liaison with the Artists and special needs of the Troup, their health and welfare through out the period. vii. Dr. M. Koyammakoya, Director, A & C, Kala Accadamy – overall supervision, purchase and distribution, funds allocation etc.. He will also look into the welfare and needs of the VIPs if any.
The Committee constituted earlier will be responsible for all arrangements in the island level in toto.
The committee as constituted may perform their duty in consultation with the Central Committee.
6. Traditional reception for the participants and VIPs at various points may be arranged by the committee concerned. The committee will also look after the needs of the festival at each and every place of their stay and performance. There will not be any laps of their duty at any point at any time and keep the dignity of the place very high. The Logo with aerial view of Kavaratti, is decided and it will be entrusted with an artist.
7. The financial requirement and component wise anticipated expenditure is furnished separately as Annexure – I, for kind approval please.
